Two major airport revitalization projects in upstate New York have been completed, Governor Kathy Hochul announced. The Frederick Douglass Greater Rochester International Airport and Ogdensburg International Airport underwent extensive upgrades with a combined $36 million in state funding from the $230 million Upstate Airport Economic Development and Revitalization Competition.
Governor Hochul said, “One project at a time, we are transforming airports all across New York, enhancing the passenger experience, infusing economic activity in local economies and creating more welcoming and efficient services for travelers. Ogdensburg International Airport is a vital economic engine for the North Country, while Frederick Douglass Greater Rochester International Airport is a true gateway for travelers looking to explore the wonders of the Finger Lakes Region. With these transformational upgrades now complete, both airports are ready to soar to new heights, attracting more travelers, supporting local businesses and shining a bright spotlight on these regions and the people who call them home.”
The Frederick Douglass Greater Rochester International Airport received $18 million towards its $38 million project. Improvements included redesigning main entry areas such as ticketing and baggage claim for greater efficiency, adding natural lighting and LED fixtures, enhanced signage, an expanded entrance canopy, upgraded wayfinding systems, security enhancements, new elevators, parking garage guidance systems, traffic circle construction at airport roadways, replacement of four jet bridges, and development of a mobile app providing real-time flight information.
Cultural additions were also made: an expanded William T. Perkins Jr. Veterans Area now honors military service members with exhibits from all branches of service; meanwhile the Frederick Douglass Legacy Area transformed an observation deck into an educational space featuring historical documents related to Douglass’s impact in Rochester.
Ogdensburg International Airport received $18 million towards its $25 million expansion project. Upgrades include expanded check-in areas; new ticketing and baggage drop-off spaces; modern passenger information displays; additional restrooms; upgraded Wi-Fi; improved sanitation facilities; enhanced disinfection treatment within HVAC systems; extended curbside drop-off/pick-up zones; outdoor courtyard amenities; electric vehicle charging stations (with plans for solar panels); safety improvements between planes and terminal buildings; upgraded security doors; lobby expansion for screening/concessions/baggage claim areas; renovation of the façade—and creation of nearly 200 union jobs during construction.
New York State Department of Transportation Commissioner Marie Therese Dominguez stated: “Governor Hochul’s commitment to our upstate airports is laying a solid runway to prime the cities of Rochester and Ogdensburg for takeoff… setting up communities across upstate New York to compete and win on a national and global scale.”
Four other upstate airport projects under this competition have already been completed—Greater Binghamton/Edwin A. Link Field Airport, Saratoga County Airport, Syracuse Hancock International Airport and Sullivan County International Airport—with work continuing into 2026 at Albany International Airport, Adirondack Regional Airport and Watertown International Airport.
