Governor Hochul announces new mental health training for first responders during wellness week

Governor Kathy Hochul announced on March 24 the launch of a new online training program aimed at helping mental health professionals better support first responders such as 911 dispatchers, law enforcement officers, emergency medical technicians, and firefighters. The First Responder Mental Health and Cultural Awareness Training was introduced during First Responder Wellness Week and includes insights from a statewide needs assessment survey completed by more than 6,000 first responders.

The initiative addresses the unique mental health challenges faced by first responders and aims to improve access to culturally competent care. Governor Hochul said, “First responders do more than put their lives on the line; they also put them on hold, prioritizing the safety and wellbeing of New Yorkers every single day. During First Responder Wellness week, we are taking care of our brave firefighters, EMTs, 911 dispatchers, emergency department personnel and members of law enforcement who always sacrifice for their communities and witness New York’s toughest moments. It’s up to us to take care of one another and give first responders the support they need.”

The one-hour training consists of five modules covering topics such as understanding the work of first responders, responder culture, stressors that can prevent seeking care, health disparities among this group, and strategies for engagement. Mental health professionals who complete the course are eligible for continuing education credit.

Division of Homeland Security and Emergency Services Acting Commissioner Terry O’Leary said that it is vital for those supporting first responders to understand “the insight they need to work with first responders and expand treatment options for first responders looking for help.” Additional resources have been made available through state agencies including a wellness program primer and an informational video highlighting responder mental health needs.

New York State Health Commissioner Dr. James McDonald said that it is important “to ensure resources are there when they need it” so that professionals “are culturally competent and equipped to support the unique needs of the first responder community.” Office of Mental Health Commissioner Dr. Ann Sullivan added that this training reflects Governor Hochul’s commitment “to supporting the mental health needs of emergency personnel throughout New York State.” Office of Addiction Services and Supports Commissioner Dr. Chinazo Cunningham noted that this initiative will make it easier for first responders “to find the help they need” regarding behavioral health issues.

Looking ahead, Governor Hochul’s proposed FY 2027 budget includes plans to establish a First Responder Behavioral Health Center of Excellence as a statewide hub for peer support programs in departments across New York State.
