New York PSC approves $505 million Fort Covington solar array

The New York State Public Service Commission has approved Certificates of Public Convenience and Necessity (CPCNs) for a solar project in upstate New York with a capacity of 250 megawatts. This approval allows the developer to begin construction on the facility, which is expected to provide enough electricity for approximately 64,000 average-sized homes.

Commission Chair Rory M. Christian said, “I am pleased to announce that the developer has satisfied the statutory requirements for the granting of this certificate to construct the facility. This important project demonstrates we are strengthening our commitment to improve grid reliability and build clean energy. This project joins the more than 30 projects that New York has approved over the last few years. This is a testament to New York’s commitment to sustainability, affordability, and resiliency.”

Fort Covington Solar, LLC received permission to build and operate the solar array in Fort Covington, Franklin County. The $505 million investment is projected to generate significant economic benefits locally, including more than 150 construction jobs. The company will also provide $1.25 million in electric utility bill credits to residents over ten years and fund improvements for local facilities such as the fire department and Rainbow Park.

The project was previously granted its siting permit by the New York State Office of Renewable Energy Siting and Electric Transmission on August 21, 2025.

This initiative aligns with New York State’s broader climate agenda aimed at transitioning toward clean energy while promoting job creation and directing benefits toward disadvantaged communities. The state seeks an emissions-free economy by 2050 through changes across multiple sectors.
