ORES schedules virtual oral argument on Fort Edward Solar appeal for March 26

The New York State Department of Public Service announced on Mar. 25 that the Office of Renewable Energy Siting and Electric Transmission (ORES) will hold a virtual oral argument regarding appeals in the Fort Edward Solar, LLC proceeding. The event is scheduled for Thursday, March 26 at 12:30 p.m., and will be presided over by Executive Director Zeryai Hagos.

The oral argument concerns appeals from a December 11, 2025 ruling made by Administrative Law Judges about issues and party status in Matter No. 23-03023. According to the announcement, Director Hagos determined that an oral argument is necessary to develop the record on Grassland Bird Trust’s appeal issue II.E. All related filings are available for public review on the ORES website.

Parties invited to participate include Grassland Bird Trust, Inc., American Land Rescue Fund, Inc., applicant Fort Edward Solar, LLC, and staff from ORES. Affected state agencies, municipalities, and local agencies may also take part in the proceedings. Interested participants must register with the Chief Administrative Law Judge via email or telephone no later than 4:00 p.m. on Wednesday, March 25.

The hearing will be conducted electronically through Webex Webinars and by telephone to ensure broad access. Members of the public can observe but not comment during the session; however, they may submit comments as outlined on the Department’s website. Pre-registration for electronic attendance is required by visiting a dedicated registration link before Wednesday’s deadline.

Those wishing to listen only can do so via phone without pre-registering using provided access codes and passwords. The Department has also arranged accommodations for persons with disabilities or those needing language assistance services.

This virtual format aims to facilitate participation while maintaining transparency in renewable energy siting decisions.
