Public comment hearing set for Altona Wind Repowering Project in Clinton County

An in-person public comment hearing has been scheduled for January 27, 2026, regarding the proposed Altona Wind Repowering Project in Clinton County. The New York State Department of Public Service announced that the Office of Renewable Energy Siting and Electric Transmission (ORES) will hold the session at 6:00 p.m. at the Altona Fire Hall, located at 480 Devils Den Road, Altona, NY.

Valcour Altona NewCo, LLC submitted its application for the 107.5-megawatt wind energy facility on March 7, 2025. ORES issued a notice of complete application on October 6, 2025. Draft permit conditions were published by ORES staff on November 25, 2025. Both the application and draft permit documents can be accessed online by selecting Project Permit Application Number 23-03029 at https://dps.ny.gov/ores-permit-applications.

The hearing is open to all individuals, organizations, corporations, or government agencies that may be affected by the proposed facility. Attendees will have an opportunity to provide unsworn oral comments about the application and draft permit conditions. Oral comments may be limited to three minutes per person to ensure everyone has a chance to speak. According to officials: “All persons, organizations, corporations, or government agencies who may be affected by the facility are invited to attend the hearing and comment on the application and the draft permit conditions.” Equal weight will be given to both oral and written comments submitted.

Those with mobility impairments will find the venue accessible. Anyone needing special accommodations should contact the Department of Public Service’s Human Resource Management Office at (518) 473-9463 as soon as possible. TDD users can request a sign language interpreter through New York Relay Service at 711. Free language assistance services are available for individuals who have difficulty understanding or reading English by calling (800) 342-3377.

If there are changes such as cancellation or rescheduling of the hearing—including moving it online—updates will be posted on https://dps.ny.gov/ores.

Written comments regarding the project must be submitted by January 30, 2026 at 5:00 p.m., either via posting on DMM through https://dps.ny.gov/ores (by selecting “ORES Permit Applications,” then Project Permit Application Number 23-03029), emailing [email protected], or mailing them to ORES at Empire State Plaza in Albany. Written statements are considered equally alongside oral remarks delivered during the public session.

It is noted that written comments will be publicly posted on DMM; duplicate submissions may not appear online and any inappropriate material will be removed without notice.

Application materials and draft permit conditions can also be reviewed during normal business hours at ORES’ Albany office or electronically via https://dps.ny.gov/ores-permit-applications under Project Permit Application Number 23-03029. Additionally, physical copies are available for public inspection at Sarah A. Munsil Free Library in Ellenburg Depot.
