Public comment hearing set for proposed Two Rivers Solar Farm in St. Lawrence County

The New York State Department of Public Service has announced that the Office of Renewable Energy Siting and Electric Transmission (ORES) will hold a public comment hearing on November 20, 2025. The hearing concerns the application and draft permit for Two Rivers Solar Farm, LLC, which proposes to build a 200-megawatt solar facility in the Towns of Massena and Brasher in St. Lawrence County.

The application for the project was filed with ORES on January 28, 2025. A notice indicating that the application was complete was issued on August 4, 2025. Details about the project and related documents can be found at https://dps.ny.gov/ores-permit-applications by selecting Project Permit Application Number 23-02991.

The public comment hearing is scheduled for Thursday, November 20, 2025, at 6:00 p.m. It will take place at Massena Town Hall, located at 60 Main Street – Room 30, Massena, NY. All interested individuals and organizations are invited to attend and provide comments regarding the application and draft permit conditions.

“All persons, organizations, corporations, or government agencies who may be affected by the facility are invited to attend the hearing and comment on the application and the draft permit conditions. Lengthy comments will not be accepted and instead should be submitted in writing. Equal weight will be given to both oral and written comments. To ensure that all interested persons have an opportunity to speak, the Administrative Law Judge may limit the time available for oral comments to three (3) minutes per person. The public comment hearing will be transcribed for inclusion in the administrative record.”

The venue is accessible for people with mobility impairments. Written comments about the application or draft permit must be submitted by Friday, November 21, 2025 at 5:00 p.m., either through posting on the Department of Public Service Document and Matter Management system via https://dps.ny.gov/ores (select Project Permit Application Number 23-02991), by email to ORES at general@ores.ny.gov, or by mail addressed to Office of Renewable Energy Siting and Electric Transmission, Empire State Plaza, P-1 South, J Dock, Albany, NY 12242. Written submissions must reference Project Permit Application Number 23-02991.

Written comments will be considered equally with oral statements delivered at the public comment hearing provided they are postmarked by Friday, November 21, 2025 or e-mailed or posted on DMM by 5:00 p.m. on that date.”

All written public comments will become part of the public record unless they contain prohibited content such as defamatory or unlawful material.
