The New York State Public Service Commission has scheduled an in-person public information forum and statement hearing for October 8, 2025, to discuss a proposal from the New York State Electric & Gas Corporation (NYSEG). The company is seeking approval to rebuild its existing Line 982, a 115 kilovolt transmission line that extends about 20.7 miles between the Montour Falls Substation in Schuyler County and the Coddington Substation in Tompkins County.
NYSEG filed its application under Article VII of the Public Service Law on December 18, 2024. The proposed Finger Lakes Area Infrastructure Reliability Project would involve reconstructing Line 982 mostly along its current route. Planned work includes replacing conductors, insulators, and structures; adding stormwater management features; setting up temporary staging areas; and building or improving access roads. The activities would take place in several towns within Schuyler and Tompkins counties.
Before construction can begin, NYSEG must receive a certificate from the Commission. According to state law, the Commission may accept, reject, or modify NYSEG’s proposal after considering input from participants and the public.
The public forum will start at 1:00 p.m., followed by the statement hearing at 2:30 p.m., both at the Human Services Complex in Montour Falls. Maps of the planned route will be available during the forum. Representatives from the Department of Public Service will explain the certification process, while NYSEG will summarize its project proposal. Attendees can ask questions about both topics.
During the statement hearing, members of the public can make comments on record before Administrative Law Judges overseeing evidence gathering for this case. No advance appointment or written material is required to speak; attendees can fill out request cards upon arrival. The session will remain open for at least half an hour and until all interested speakers are heard or alternate arrangements are made for their comments to be included in official records.
