An in-person public comment hearing has been scheduled for January 13, 2026, regarding the proposed Clinton Wind Repowering Project in Clinton County. The project aims to construct and operate a 110.5-megawatt wind energy facility in the Town of Clinton.
The application for the project was filed with the Office of Renewable Energy Siting and Electric Transmission (ORES) on March 14, 2025. ORES determined the application was complete on September 26, 2025. Draft permit conditions were published by ORES staff on November 10, 2025. Both the application and draft permit documents can be accessed online through the New York State Department of Public Service website at https://dps.ny.gov/ores-permit-applications by selecting Project Permit Application Number 23-03032.
The public comment hearing will take place at Churubusco Fire Hall, located at 1301 Clinton Mills Road, Churubusco, NY. The event is set to begin at 6:00 p.m. “All persons, organizations, corporations, or government agencies who may be affected by the facility are invited to attend the hearing and comment on the application and the draft permit conditions.” Lengthy comments should be submitted in writing rather than delivered orally during the session.
Both oral and written comments will be given equal consideration as part of the administrative record. Administrative Law Judges may limit oral comments to three minutes per person to ensure all attendees have an opportunity to speak. The proceedings will be transcribed.
The venue is accessible for individuals with mobility impairments. Written comments must be submitted by Friday, January 16, 2026, at 5:00 p.m., either through posting them on DMM via https://dps.ny.gov/ores (by clicking “ORES Permit Applications,” then Project Permit Application Number 23-03032), emailing [email protected], or mailing them to ORES at Three Empire State Plaza in Albany. Comments received after this deadline may not be considered equally with those submitted before it.
“Please take notice that written public comments will be publicly posted on DMM. ORES reserves the right not to post duplicate or repeat comments. In addition, ORES reserves the right to remove, without notice, comments containing any defamatory, infringing, obscene, indecent, discriminatory, confidential, or unlawful material or information of any kind.”
