The New York State Public Service Commission has announced a series of in-person public statement hearings to gather feedback on revised climate vulnerability and resiliency plans submitted by New York State Electric & Gas Corporation and Rochester Gas and Electric Corporation. These revised plans were filed on March 19, 2025, following the Commission’s order from December 19, 2024, which addressed electric utility climate change resilience planning.
The hearings are scheduled for Wednesday, October 22 at Rochester City Hall at 1:00 p.m., and Thursday, October 23 at two locations: Binghamton City Hall at 1:00 p.m. and Greater Ithaca Activities Center at 6:00 p.m. An Administrative Law Judge will oversee the sessions.
Members of the public can provide comments on the record during these hearings. No prior appointment or written materials are required; participants will be called to speak after completing a request card upon arrival. Each hearing will remain open for at least 30 minutes and continue until all attendees wishing to comment have had an opportunity or other arrangements are made to receive their input.
Accommodations are available for persons with disabilities by contacting the Department of Public Service’s Human Resource Management Office. Sign language interpretation can be requested via the New York Relay Service. Individuals needing assistance with English comprehension may contact the Department for free language support services.
For those unable or unwilling to attend in person, comments referencing “Case 22-E-0222” can be submitted online through www.dps.ny.gov or mailed to Hon. Michelle L. Phillips, Secretary of the Public Service Commission in Albany. Electronic submissions are preferred, and all timely comments will be posted publicly on the Department’s website under the relevant case number.

Comments must be received no later than October 24, 2025.
