Public invited to comment on NYSEG’s proposed Malone Transmission Rebuild Project

The New York State Public Service Commission has scheduled two virtual information forums and public statement hearings for December 3, 2025. These sessions will address an application from the New York State Electric & Gas Corporation (NYSEG) seeking approval to rebuild and replace its existing 115 kilovolt Line 910, known as the Malone Transmission Rebuild Project.

If approved, NYSEG would be authorized to construct, operate, and maintain the new transmission line. The proposed project involves rebuilding approximately 11.1 miles of transmission infrastructure connecting the Malone Substation in the Town of Malone to the Willis Substation in Chateaugay. The route passes through Malone, Bellmont, Burke, and Chateaugay in Franklin County. Because the rebuilt line would be offset within the current right-of-way, NYSEG plans to expand this area and acquire additional property rights.

According to state law, the Commission can approve or reject NYSEG’s proposal entirely or partially or make modifications. In making its decision, it will consider input from both involved parties and members of the public.

The first virtual information forum is set for 1:00 p.m., followed by a public statement hearing at 1:30 p.m. A second session will begin with an information forum at 6:00 p.m., followed by a hearing at 6:30 p.m. Access details are available on meetny-gov.webex.com using specific access codes and passwords provided by the Commission.

During these forums, representatives from the Department of Public Service will explain how certification works while NYSEG presents an overview of its project proposal. Attendees can ask questions about both topics during these sessions.

After each forum concludes, participants who have registered may provide comments on record before an Administrative Law Judge (ALJ). Registration is required by December 1, 2025 at 4:30 p.m., either online via https://dps.ny.gov/calendar or by phone at 1-800-342-3330 for those unable to join electronically.

At each hearing session, all participants are muted upon entry until called upon by the ALJ to speak. Hearings continue until everyone registered has been heard or alternative arrangements are made for comment submission. Time limits may be imposed if necessary so that all speakers have a chance to participate; lengthy remarks should be summarized orally with full versions submitted in writing. Transcripts from these hearings will become part of the official case record.

People who want only to listen without speaking can do so by calling into the hearings using published phone numbers and access codes.

For individuals unable or unwilling to attend virtually but wishing to comment on Case “25-T-0236,” submissions are accepted online through www.dps.ny.gov under “File Search” using that case number or mailed directly to Honorable Michelle L. Phillips, Secretary of Public Service Commission in Albany; electronic filings are encouraged over mail submissions. Comments must be received no later than January 9, 2026; late comments may not be considered.
