Samuel Carvalho has been named the new Graduate Fellow at the Pace Energy and Climate Center, part of the Elisabeth Haub School of Law at Pace University. The fellowship is awarded to students who have shown strong academic performance and a commitment to climate change and energy law.
Carvalho is currently pursuing a Doctor of Juridical Science (SJD) at Pace Haub Law. He is also a licensed attorney in Brazil and recently passed the New York Bar Exam. He completed his LLM in Environmental Law with a focus on Energy and Climate Change Law at Pace Haub Law, where he received the 2025 Dean’s Award for academic excellence, service, and leadership.
Over the past year, Carvalho worked with the Initiative for Responsible Mining Assurance on sustainability standards and climate policy. He also served as a research assistant with the Global Center for Environmental Legal Studies. In addition, he holds leadership roles as Written Content Vice Chair for both the American Bar Association’s Section of Environment, Energy, and Resources (ABA SEER) Climate Change Committee and ESG & Sustainability Committee.
Carvalho has published articles and book chapters focusing on international climate goals using market-based mechanisms, encouraging renewable energy through tax incentives and private investment, and community benefit-sharing in climate projects.

As Graduate Fellow, Carvalho will work on major projects involving New York State agencies and municipalities. He will also collaborate with international scholars on policy recommendations related to renewable energy promotion and greenhouse gas reduction.
