Virtual hearing scheduled on National Grid transmission line rebuild proposal

The New York State Public Service Commission will conduct a virtual public statement hearing on September 9, 2025, to gather input regarding an application from Niagara Mohawk Power Corporation, operating as National Grid. The application seeks approval for a Certificate of Environmental Compatibility and Public Need under Article VII of the Public Service Law.

National Grid submitted its application on February 28, 2025. If approved, the certificate would allow the company to rebuild about 16.3 miles of the existing Southeast Batavia-Golah 119 Transmission Line. The proposed project area includes sections near structure 107 west of North LeRoy Substation through to Golah Substation, covering areas in Genesee County’s Town and Village of LeRoy, Livingston County’s Town and Village of Caledonia, and Monroe County’s Towns of Wheatland and Rush.

According to state law, the Commission may accept or reject National Grid’s proposal in full or in part or may modify it. In making its decision, the Commission will consider comments from involved parties and members of the public.

The virtual hearing is scheduled for Tuesday, September 9 at 6:00 p.m., accessible via meetny-gov.webex.com using access code 2819 091 8305 and password Sept9-6pm. Phone-only participants can call 1-929-251-9612 with access code 2819 091 8305 and password 73789067.

Those wishing to make a statement during the hearing must register by Monday, September 8 at 3:00 p.m. Registration details are available at https://dps.ny.gov/calendar by locating the Niagara Mohawk Southeast Batavia-Golah Project Public Statement Hearing event.

Participants joining electronically should select their preferred audio option when logging in. Those who wish to provide statements by phone must register by calling 1-800-342-3330 with their contact information.

Individuals can also listen to the hearing without making a statement by calling into the provided number and entering the required codes. All attendees will be muted upon entry; registered speakers will be called on individually by the Administrative Law Judge until all have been heard or alternative arrangements are made for comment submission.

A verbatim transcript will be included in the official record for this case. Written comments are encouraged—especially lengthy ones—and should refer to “Case 25-T-0152.” Comments may be submitted online at www.dps.ny.gov using case number “25-T-0152” or mailed to Hon. Michelle L. Phillips at Three Empire State Plaza, Albany NY, though electronic filing is recommended.
