The New York State Public Service Commission has scheduled a virtual public statement hearing on March 4, 2026, to gather input regarding a proposal from the New York State Electric & Gas Corporation (NYSEG). The proposal seeks approval for rebuilding approximately 18 miles of an existing 115 kilovolt transmission line. The planned route runs from the South Perry Substation in Castile, Wyoming County, southeast to the Meyer Substation in North Dansville, Livingston County.

As part of the project, NYSEG may need to secure new temporary or permanent property rights. These would be used for activities such as construction access off the current right-of-way, material and equipment storage at staging areas or laydown yards, enhancing existing rights including removal of structures, and removing trees outside of the present right-of-way if they pose risks. Further information about these needs is available in NYSEG’s application.

According to state law, the Commission can approve or reject NYSEG’s plan in whole or in part or make modifications. Public comments and participation will be considered before any decision is made.

The hearing will begin at 1:00 p.m. Participants wishing to provide statements must register by 4:30 p.m. on March 3, either online via https://dps.ny.gov/calendar by following listed instructions or by phone at 1-800-342-3330. Registrants will receive further details after signing up.

Individuals who only want to listen may call in without registering. All participants will be muted upon entry; those registered to speak will be called on individually. Time limits may apply for speakers so that all voices can be heard efficiently. Written comments are encouraged for lengthy statements and should summarize oral presentations.

A full transcript of the hearing will later appear on the Department of Public Service’s website.

Those needing reasonable accommodations due to disabilities should contact Human Resources Management at 518-473-9463 as soon as possible. TDD users may request a sign language interpreter via New York Relay Service at 711. Assistance with English comprehension is available by calling 1-800-342-3377 for free language support services.

For individuals unable to attend or preferring not to speak during the hearing, written comments referencing “Case 25-T-0679” are accepted until April 6, 2026—either through www.dps.ny.gov using case search features or by mailing them to Hon. Michelle L. Phillips at Three Empire State Plaza in Albany; electronic submission is preferred. Comments received after April 6 may not be reviewed by the Commission.

Comments can also be submitted via a toll-free opinion line at 1-800-335-2120 for New York residents around-the-clock; summaries are provided to commissioners rather than verbatim transcripts.
