The New York State Public Service Commission has scheduled a virtual public statement hearing for November 12, 2025, to gather input on a petition from Agricola Wind, LLC. The company is seeking approval for lightened regulation as a wholesale electric generator and a Certificate of Public Convenience and Necessity under Section 68 of the Public Service Law.
Agricola Wind filed its petition on September 3, 2025. The proposal involves building and operating a wind-powered electric generating facility with a maximum capacity of 99 megawatts in the towns of Venice and Scipio in Cayuga County. The project would connect to the state power grid through an interconnection at New York State Electric & Gas Corporation’s Wright Avenue station via the Milliken 115-kV transmission line.
If granted, construction and operation would be subject to terms outlined in a Major Renewable Energy Facility Siting Permit issued by the Office of Renewable Energy Siting (ORES), as part of Matter 23-03002. The Commission’s review will not duplicate issues already under ORES consideration.
A virtual public statement hearing will take place before an assigned Administrative Law Judge at 1:00 p.m. on November 12, accessible through meetny-gov.webex.com using access code 2824 686 6622 and password Nov12-1pm. Participants can join electronically or by phone at 1-929-251-9612 with access code and password provided.
Individuals who wish to comment may do so during the hearing or listen without making a statement. All participants will be muted upon entry, and speakers will be called upon by the judge. Time limits may be set for speakers if needed to ensure all are heard, and lengthy comments should be submitted in writing with summaries presented orally. A verbatim transcript will be included in the official record.
Persons with disabilities requiring accommodations are encouraged to contact the Department of Public Service’s Human Resources Management Office at 518-473-9463 or use relay services for sign language interpretation or language assistance.
Comments referencing Case “25-E-0555” can also be submitted online via www.dps.ny.gov or mailed to Hon. Michelle L. Phillips, Secretary, Public Service Commission, Three Empire State Plaza, Albany, NY, with electronic filing preferred. Comments must be received by November 19, 2025; they will appear on the Department’s website under “Public Comments.” Individuals may also leave feedback on the Commission’s Opinion Line at 1-800-335-2120; these comments are summarized for review but not transcribed verbatim.
A procedural conference will follow immediately after the public hearing within the same teleconference session. Its main purpose is to identify potential parties and allow interested persons to discuss procedures for handling factual issues raised by petitions or public comments—including whether any matter warrants an evidentiary hearing—and address other procedural topics.
