Virtual public comment hearing set after cancellation of Clinton County wind project meeting

The New York State Department of Public Service has announced the cancellation of an in-person public comment hearing for the Altona Wind Repowering Project due to inclement weather. The event, originally scheduled for January 27, 2026, will be replaced by a virtual public comment hearing on January 29, 2026, at 6:00 PM. This hearing will be conducted electronically via the Webex platform and by telephone.

The purpose of the hearing is to receive unsworn comments from the public before an Administrative Law Judge regarding Valcour Altona NewCo, LLC’s application for a permit to construct and operate a 107.5-megawatt wind energy facility in the Town of Altona, Clinton County. The application was filed with the Office of Renewable Energy Siting and Electric Transmission (ORES) on March 7, 2025. ORES issued a notice of complete application on October 6, 2025, and published draft permit conditions on November 25, 2025. These documents are available for review online through the Department’s website.

Members of the public who may be affected by the proposed facility are invited to attend and provide comments during the virtual hearing. Oral statements may be limited to three minutes per person to allow all participants an opportunity to speak. Both oral and written comments will be given equal consideration and included in the administrative record.

Those wishing to make a statement must register by noon on January 29, either electronically via the Department’s calendar or by phone at 1-800-342-3330. Instructions for registration are available on the Department’s website.

Written comments can be submitted until 5:00 p.m. on January 30, either through the Department’s Document and Matter Management system, by email to ORES at [email protected], or by mail addressed to ORES in Albany. All written comments received by the deadline will be considered equally with oral statements delivered during the hearing.

Application materials and draft permit conditions are available for inspection at ORES’ Albany office by appointment or electronically via https://dps.ny.gov/ores-permit-applications under Project Permit Application Number 23-03029. Copies are also available at Sarah A. Munsil Free Library in Ellenburg Depot.

“Lengthy comments will not be accepted and instead should be submitted in writing. Equal weight will be given to both oral and written comments.”

“A verbatim transcript of each public comment hearing will be made for inclusion in the record of these proceedings.”

“Written comments concerning the application and draft permit conditions must be filed with ORES by 5:00 p.m. on Friday, January 30, 2026.”
