Virtual public hearing set for proposed Monroe County transmission line rebuild

The New York State Public Service Commission has scheduled a virtual public statement hearing for December 11, 2025, to discuss a proposal from Niagara Mohawk Power Corporation, operating as National Grid. The company is seeking approval for the rebuild of about 13 miles of existing transmission lines and related infrastructure in Monroe County.

National Grid filed its application on April 11, 2025. The proposal requests authorization to rebuild both the 69 kilovolt Mortimer-Golah 109 transmission line and the 115 kilovolt Mortimer-Golah 110 transmission line between the Mortimer Substation in Brighton and a new Golah Substation in Rush. As part of the project, the existing Golah Substation would be decommissioned and replaced with a new facility. Additionally, Line 109 would be upgraded from 69 kV to 115 kV. The work would take place in Brighton, Henrietta, and Rush.

The Commission will review public input before making a decision to approve, reject, or modify National Grid’s proposal under Article VII of the Public Service Law. According to the announcement: “Under New York State Law, the Commission may adopt or reject National Grid’s proposal, in whole or in part, or modify it. In doing so, the Commission will consider input from those participating in this proceeding and the public.”

The hearing is set for Thursday, December 11 at 6:00 p.m., accessible electronically via https://meetny-gov.webex.com/ using access code 2819 333 5161 and password Dec11-6pm. Phone-only access is also available by dialing 1-929-251-9612 with access code and password provided.

Anyone wishing to make a statement during the hearing must register by December 9 at https://dps.ny.gov/calendar for electronic participation or by calling 1-800-342-3330 for phone registration.

For those unable or preferring not to speak at the hearing, written comments referencing “Case 25-T-0235” can be submitted online at www.dps.ny.gov through the File Search function until January 12, 2026. Mailed comments should be addressed to Hon. Michelle L. Phillips at Three Empire State Plaza in Albany; however, electronic submissions are preferred.

Written comments will be posted on the Department’s website under public comments for Case Number “25-T-0235.” Comments received after January 12 may not be considered by the Commission.

Individuals can also call toll-free at 1-800-335-2120 to submit their opinions regarding pending cases; summaries of these calls are shared with Commissioners but not transcribed verbatim.
