Virtual public hearing set on National Grid transmission line rebuild proposal

The New York State Public Service Commission will hold a virtual public statement hearing on November 12, 2025, to gather input regarding National Grid’s proposal to rebuild a transmission line and construct a new substation. The application, filed by Niagara Mohawk Power Corporation (doing business as National Grid) in April 2025, seeks approval for the project under Article VII of the Public Service Law.

If approved, the project would involve rebuilding about 50.72 miles of an existing 115 kilovolt transmission line between Inghams Substation in Manheim, Herkimer County and Rotterdam Substation in Rotterdam, Schenectady County. It also includes constructing a new Saltsman Road Substation in Ephratah, Fulton County. The route crosses several towns and municipalities across Schenectady, Fulton, Montgomery, and Herkimer counties.

The Commission has authority to accept or reject National Grid’s proposal fully or partially or to modify it. As part of its review process, it will consider comments from parties involved as well as the public.

A virtual hearing is scheduled for Wednesday, November 12 at 5:30 p.m., accessible through meetny-gov.webex.com with access code 2828 908 6827 and password Nov11-5:30pm. Phone-only participation is available by dialing 1-929-251-9612 with the same access code and phone-in password 66811050.

Those wishing to make statements during the hearing do not need to pre-register. Participants can join electronically or by phone using the provided details. Anyone interested can also listen without making a statement by calling in with the same information.

All participants will be muted upon entry; speakers will be called on individually by an Administrative Law Judge who will manage proceedings until all have had an opportunity to speak or arrangements are made for further comment submission. Reasonable time limits may be set for each speaker if necessary; lengthy remarks should be summarized orally with full versions submitted in writing. A verbatim transcript of the session will become part of the official record.

Electronic filing is strongly encouraged; posted comments can be viewed on the Department’s website under “Public Comments” after searching by case number.

Additionally, individuals may provide feedback through a toll-free Opinion Line (1-800-335-2120), which operates around-the-clock for callers within New York State; these oral comments are summarized for review by commissioners but not transcribed verbatim.
